Italy
Four grades
Identity & tax (in one line)
Identity & tax: Italy's investor visa (Law 232/2016) has exactly four qualifying routes — EUR 2M of government bonds, EUR 500k of Italian company capital, EUR 250k into a registered innovative start-up, or a EUR 1M philanthropic donation — and real-estate purchase qualifies in no amount: buying property confers no residence right. Tax: the SIIQ's exempt segment is exempt from IRES/IRAP, bought with the 70% + 50% distribution obligations and the 20% entry tax; non-resident dividends are withheld at 26% (the Italy–Singapore treaty cap of 10% is recoverable only by refund claim); direct landlords may use the cedolare secca (21%, or 10% on qualifying regulated leases, with no expense deductions), plus IMU at 0.86–1.06% and 9% registration tax.

Key metrics
Why this country
The SIIQ's parameters are mid-hard by European standards: a 70% distribution obligation (on the lower of exempt-segment and total profit) plus 50% of disposal gains within two years, with a 20% entry tax and crystallisation on exit — read Italy through this 'pay at the door, settle on the way out' design first.
Milan is Italy's only deep rental market: asking rents of EUR 22.4/sqm/month top every provincial capital — the Italy page converges the national story into one city's arithmetic, a correction to the over-broad proposition of 'Italian property'.
The sector history is a mergers lesson: two of the 2015 trio are gone (Beni Stabili into Covivio, Aedes acquired into a shell) — Italian listed-property diversification ended in 2015, and this page pins that history as data (entry No. 98).
Entry routes
Listed route (the only main line): buy IGD (entry No. 98) through a broker with Borsa Italiana access — a single name, thinly traded (about EUR 0.44M a day), with position size capped by liquidity.
Direct route (explainer grade): foreigners buy without restriction, but a codice fiscale, an Italian account and a local fiscalista are needed; Milan nets about 1.5–2.5% on a full-cost basis (entry No. 99) — a costing explainer only.
Risks
- The sovereign spread is the background variable for every Italian asset: debt of about 135% of GDP, with fiscal repair (a deficit from −7.2% to −3.4%) pointing the right way on a still-heavy stock — inside IGD's discount sits an Italy discount; recognise that layer before the company layer.
- One name is the sector: Italian listed property offers no sector diversification, so IGD's company events (deleveraging progress, the Romanian exposure) are the Italy page's entire event risk.
- Direct-route process risk: eviction timelines are slow and cadastral bases vary property by property (both IMU and registration tax derive from them) — half the width of the Milan costing range comes from the cadastre, not from rent.
Ranked opportunities in this country
| Overall rank | Opportunity | Net return (primary metric) | Our take |
|---|---|---|---|
| 98 | Italy's one-stock REIT sector: IGD alone — a discount of about 57%, a still-small dividend, part-funded from disposal reserves | 2.6–3.8% | Do, with conditions |
| 99 | Milan buy-to-let, fully costed: Italy's highest rents still net only about 1.5–2.5% | 1.5–2.5% |
