Taiwan Employment Gold Card: status by professional merit

Merit-track score: 8.1

Threshold: Qualify in one of eight fields: most commonly a monthly salary of at least NT$160,000 in any one of the last 3 years (tax certificate); seniority, academic and distinction routes also exist; no asset test and no employer sponsor

Time limits & uncertainty: Naturalisation generally requires renouncing the prior nationality (exceptions for high-level professionals); parents get visitor stays (6 months at a time, up to 1 year), not dependant residence.

The Employment Gold Card is Taiwan's four-in-one credential for Foreign Special Professionals: an open work permit, resident visa, Alien Resident Certificate and re-entry permit in a single card held by the individual — no employer sponsor required, so the holder may work for any employer, hold several jobs, be self-employed, or arrive first and job-hunt later. Qualification is by merit, not assets: most commonly a monthly salary of at least NT$160,000 in any one of the last 3 years (proven by tax certificate), with seniority, academic and distinction routes spread across eight fields — science & technology, economy, education, culture & arts, sport, finance, law and architecture. The weight sits at the back end: special professionals may apply for permanent residence (APRC) after 3 years of continuous residence, and the NT$6M-salary Global Elite after 1 year; employed cardholders and their dependants join National Health Insurance immediately, with no 6-month wait. Government fees are NT$3,700–5,700 — the cheapest card on any of this site's boards.

Six factor grades & their basis

Factor Score Basis
How hard to qualify 7.0 The NT$160,000 monthly salary bar is real, but any one of the last 3 years counts, and seniority, academic and distinction routes bypass salary entirely — no assets involved.
Speed 8.0 Official processing is typically 30–60 days, and one card bundles the work permit, residence and re-entry — no employer timeline.
Cost 9.5 Government fees of NT$3,700–5,700 for 1–3 years — the cheapest entry on any of these boards.
Path to permanent residence 8.5 Foreign special professionals may apply for an APRC after 3 years (average 183 days/year from 2026); NT$6M-salary Global Elite after 1 year. Naturalisation takes 5 years but generally requires renunciation.
Bringing family 7.5 Spouse and children get dependant residence and, from 2026, the spouse may apply directly for a work permit; parents are visitors only, not dependants.
How stable the rules are 8.0 Grounded in a dedicated statute (the Foreign Professionals Act); the 2026 amendments loosened rather than tightened (elite tier, spouse permits, pension coverage).

Why it is on the board

It is the merit track's benchmark structure: no investment, no deposit, no employer tie — the state examines the person's professional record. Changing jobs, freelancing or founding a company needs no fresh permission.

The PR channel is real and fast: APRC after 3 years for special professionals (an average of 183 days per year from January 2026 — looser than 183 days in each year), 1 year for the Global Elite. Next to Japan's 1–3 years and the standard 5, this is first-tier in Asia.

There is a legislated tax sweetener: first-time foreign special professionals pay tax on only 50% of salary income above NT$3 million a year, for 5 years (presence and salary conditions apply).

The cost is close to negligible: NT$3,700 / 4,700 / 5,700 for 1 / 2 / 3 years (non-US passports; US citizens applying inside Taiwan), with processing typically 30–60 days — orders of magnitude below any investment channel.

How it works

  1. Choose a field and a route: self-assess against one of the eight fields — the salary route (monthly salary of at least NT$160,000 in any one of the last 3 years, including bonuses and allowances, proven by a tax certificate; foreign salary converts at the Bank of Taiwan cash buying rate) or that field's seniority, academic or distinction criteria.
  2. Apply online and pay the fee; documents are reviewed (typically 30–60 days) and the card is collected at an overseas mission or on arrival — applicants already in Taiwan are issued directly.
  3. Reside and work on the card (1–3 years, chosen at application): the employed and their dependants join NHI immediately (the non-employed enrol after 6 months' residence); from 2026 a dependant spouse may apply directly to the Ministry of Labor for a work permit.
  4. Toward permanence: apply for an APRC after 3 years of continuous residence (average 183 days/year); Global Elite (annual salary of at least NT$6 million) after 1 year. APRC holders must keep averaging 183 days/year on a 5-year rolling basis to retain it.

Costs & where the money goes

Risks & counter-evidence

Naturalisation generally requires renunciation: the card-to-APRC line ends securely at permanent residence, but the next step — citizenship — in principle requires giving up the prior nationality (exceptions exist for high-level professionals and special contributors). For anyone set on dual nationality, APRC is the destination. What would flip this verdict: If renunciation-free naturalisation is extended to professionals generally, this entry's citizenship wording and composite are revisited.
The salary route reads a tax certificate from one of the last 3 years: people whose income is equity-heavy, dividend-heavy or declared in low-tax jurisdictions may show a monthly salary below NT$160,000 and be pushed to the seniority/academic routes, whose per-field discretion makes outcomes less certain than the salary route. What would flip this verdict: If official per-route approval statistics are published, the certainty assessment can be refined.

FAQ

Can I apply without a Taiwanese employer?
Yes. The open work permit is held by the individual and needs no sponsor — you can obtain the card first and then find work, freelance or start a company. (Conversion from certain visa types, such as working holiday, is restricted.)
Can my parents come?
Not as dependants. Lineal ascendants of the holder and spouse may apply for a multiple-entry visitor visa — 6 months per stay, up to 1 year in total. That is a visiting arrangement, not dependant residence. A spouse and children do get dependant residence and (when the holder is employed) immediate NHI.
How is the Gold Card different from an ordinary work ARC?
An ordinary work residence is tied to one employer and post, and changing jobs restarts the process. The Gold Card is an open permit, and its holders get the 3-year APRC channel (against the standard 5), the salary tax relief and the liberalised spouse work permit reserved to foreign special professionals.
