UAE Green Visa: a 5-year self-sponsored residence at the AED 15,000 salary line — renewable, and leading nowhere
Merit-track score: 5.2
Threshold: Three categories (self-sponsored, 5 years, renewable): (1) skilled employee — a UAE employment contract, MOHRE skill level 1–3, a bachelor's degree and monthly salary of at least AED 15,000; (2) freelancer/self-employed — a freelance permit, a degree or specialised diploma, and annual self-employment income of at least AED 360,000 over the previous two years or proof of solvency; (3) investor/partner — approved investment activity and licences (ICP publishes no single universal threshold)
The Green Visa (Green Residency, in force since October 2022 under the federal decree-law) is the UAE's middle-tier residence: five years, self-sponsored (no employer tie, no national sponsor), renewable for five more, with a grace period of up to six months after expiry. Three categories: (1) skilled employee — a UAE employment contract, MOHRE skill level 1–3, a bachelor's degree and monthly salary of at least AED 15,000 (whether the test is on basic or total salary is inconsistently reported by practitioners); (2) freelancer/self-employed — a freelance permit, a degree or specialised diploma, and annual self-employment income of at least AED 360,000 over the previous two years or proof of solvency; (3) investor/partner — an approved investment activity and the required licences (ICP publishes no universal threshold; the AED 1M figure in circulation is unverified and this site does not print it). Property is not in it: the property route belongs to the Golden Visa's AED 2M lines. Dependant policy is generous: spouse, sons to age 25 and unmarried daughters without an age limit, all on the same 5-year term; parent sponsorship follows the general rule (sponsor salary of at least AED 20,000). This site scores it 5.2 on the merit track: its ceiling is written in the PR-path score of 1.0 — the UAE has no permanent-residence concept at this tier, Green years earn no credit toward Golden, and there is no citizenship path; qualifying for Golden later means a fresh application from zero. What a Green holder buys is 'living in the UAE for 5+5 years, changing jobs freely' — not a staircase. Against Spain's DNV (7.4): DNV years accrue toward permanent residence; Green years do not — that single difference is the whole reason for the ranking gap.
Six factor grades & their basis
| Factor | Score | Basis |
|---|---|---|
| How hard to qualify | 5.0 | AED 15,000 a month plus a degree plus a skill-level condition is a 'real UAE job gets you there' gate — below ONE Pass's salary line, above pure remote-work visas' income lines. |
| Speed | 7.0 | Self-sponsored, five years at a time, with a grace period of up to six months after expiry; not employer-tied, so job changes do not break the visa. |
| Cost | 8.0 | Fees and permit costs only, with no investment or deposit test (the investor category's capital is the business itself). |
| Path to permanent residence | 1.0 | The track's lowest: the UAE has no permanent-residence concept at this tier, Green years earn no credit toward Golden, and there is no citizenship path — it is renewable long-stay, not a staircase. |
| Bringing family | 8.0 | Generous dependants: spouse, sons to age 25, unmarried daughters without an age limit, all on the same 5-year term; parent sponsorship follows the general rule (sponsor salary of at least AED 20,000). |
| How stable the rules are | 6.0 | In force since October 2022 under the federal decree-law with a stable framework; but emirate-level practice (Dubai GDRFA vs federal ICP) and details such as the salary basis still vary. |
Why it is on the board
It is the Gulf's standard 'merit for residence' instrument: its gate (AED 15,000 a month plus a degree) is reachable for anyone with a real UAE job, and its self-sponsored shape (no employer tie) is a large step beyond the traditional sponsor system — read it as a new institution, not through the old kafala lens.
It is the mirror image of this site's UAE business pages (entries No. 57/58): for anyone going to the UAE to work or run a business, the realistic residence choice is Green (5 years) or Golden (10 years) — this page nails down their non-conversion, against the 'Green now, Golden later, save the years' mis-purchase.
Its dependant terms are a relative strength (family 8.0): sons covered to age 25 and unmarried daughters without an age limit are generous by Gulf standards — for families with adult children, one of the few columns where Green does not lose to Golden.
How it works
- Apply via ICP (federal) or GDRFA (Dubai): employees prepare the employment contract, attested degree and MOHRE skill-level evidence; freelancers first obtain a freelance/self-employment permit (MOHRE or a free zone); investors prepare the competent authority's investment-activity approval and trade licences. Once granted, residence is decoupled from the employer — job changes do not disturb the visa.
Costs & where the money goes
Capital: Fee-level (no investment threshold for the employee/freelancer categories)
Effort: Fairly hands-off (ICP/GDRFA application; document attestation takes time)
- Fee-level costs (freelance permits are annual, by issuing authority): no investment and no deposit test — the source of the 8.0 cost score.
- The attestation chain for degrees and documents (apostille/consular) is a time cost — allow several weeks for large-country credentials.
Risks & counter-evidence
What we have not verified
The following key figures have not yet been verified; the reason is noted for each item.
- The AED 15,000 salary basis for skilled employees (basic versus total) conflicts across sources: confirm against the ICP/GDRFA checklist for the case before applying.
- One 2026 comparison page claims Green dependant sponsorship was 'announced but not applied in practice' — contradicted by the weight of ICP/GDRFA-based guidance; this site prints the consensus and archives the outlier here.
FAQ
- Take Green now and convert to Golden later — do the years save time?
- No. The two schemes run in parallel with no linkage: years lived on Green earn zero credit in a Golden application, which is a fresh file from zero when you qualify. This is the misconception agent copy exploits most — 'Green as a transition' saves nothing but peace of mind. The correct decision order is the reverse: first measure your distance from Golden (property or deposits of AED 2M, or a manager/executive basic salary of AED 30,000, among its routes); only if that distance is real and residence is needed now does Green enter the picture.
- Can Green be had by buying property? I heard AED 1M of investment does it.
- No — property is not a Green category. UAE property residence is the Golden Visa's route (property of at least AED 2M, 10 years). The AED 1M figure is a secondary-source claim for Green's investor/partner category, for which ICP has published no universal threshold — that category turns on an approved investment activity and licences, not on buying an AED 1M flat. Paying against that figure as a property threshold misses on both sides.
- Against Spain's DNV, where does Green lose?
- On where the time goes: DNV residence accrues toward Spanish permanent residence (and into the new 10-year citizenship clock), while Green years end at the station with no conversion. The income gates also sit in different bands — Green at AED 15,000 (roughly EUR 3,750 a month) against the DNV's EUR 2,442 — and the work shapes differ (Green requires UAE employment or a local permit; the DNV is remote work for foreign employers). This site scores the DNV 7.4 and Green 5.2: most of the two-point gap is the PR path (1.0 against a high score) plus tax and mobility, as the two pages' matrices show side by side.
